parking penalty charge notice of enforcement

Hi all,
I am wondering if any one here can give me some advice or suggestions regarding my notice of enforcement.

I am Mr m on 11/4/14 I got a by post that from newlyn plc whice was sent on 9/4/14 .the letter called notice of enforcement it's mentions that I owe money to local council in respect of non payment of penalty charge notice(contravention details:stopped on a restricted bus stop or stand)which is caught by camera,the date was 25/06/2013 and it's says my vihicle reg correct.


1.It's also says that you have been sent this notice because you have not paid that you owe to xXxX local council .

2. Enforcement details-warrant of execution dated 5/12/13 for non payment of penalty charge notice.

Debt 202+compliance stage fee75=277.00total which I must have to pay by 18/4/14.

This letter send from Newlyn plc,on the letter just mention the company address and phone number.

But the actual fact is I never received any letter or penalty notice before this letter so obviously I didn't have any idea that owe money for my penalty charge notice.

Here I would like to let you guys know that previously what ever the penalty notice got,I always have piad full amount within the 14 days.

Now I believe that this is not fair that suddenly I got that notice to pay such as big amount which I had not aware of it before 12/4/14(the date I got the letter by post).

I did call the newlyn today Sunday to let them know about the real situations but they are not helping me at all,at last they said that I must have to pay full amount of 277 before 18/4/14.then I can write to them about the fact.they didn't mention me anything else such as what is the correct procedures and who has the authorities to decide this.

Please any sort of help or advice must appreciate.
