CMS services Ltd please help!!

Hi there I've done something stupid yesterday and parked in a parent and child space at my local retail park (didn't have kids with me) and I've been issued with a PCN from this company.Ofcourse I know it was my own fault for parking there but this guy must have been watching me as I literally went into the store handed over a parcel and was out with 2 minutes.

But anyway from reading some of the posts on this company I'm unsure how to proceed.I've heard many times before from other people that these private companies don't have a leg to stand on and that you should just ignore the notice but I don think I can do this as I can't afford the higher charge of £100 i leave it more than 14 days.

But then I've read on here that this company is no longer registered with something called the BPA which I hear they have to be to legally issue parking fines.But then I ear they have now registered with another place called AOS and are now legally allowed to issue these fines and can get your details from the DVLA.

So I'm kin of hoping that somebody in the know could fill me in on this company and what in best to do? Normally I would just pay th reduced £60 fine but if this company is not legally registered so therefor cannot get my details from the DVLA then they are not getting my money end of.So if someone could help me is be most grateful x

    Can you just confirm the following:

    1) Where was this (England/Wales/Scotland/Northern Ireland)?
    2) The notice was stuck to the windscreen?
    3) That this is the issuing company: http://www.comprehensivemanagementservices.co.uk
    4) You're the registered keeper?

    The advice has not been to ignore these since 2012 when the Protection of Freedoms Act meant that parking companies could (and do) pursue the registered keeper for the 'debt', including court action.

    Ok, the advice (as it was a windscreen ticket), is to wait for a Notice to Keeper to arrive through the post (29-56 days).

    Once you have that you appeal to the parking company using the appeal in the first post of the Newbies sticky thread. They will then reject this appeal (in all likelihood), you then appeal to IAS.

    CMS are a member of the IPC (as you said not BPA), this means that they use IAS for their secondary appeals rather than POPLA.

    Also, before someone jumps on you, it's not a 'fine', it's an invoice.

    In the meantime, read up on the IPC Code of Practice to see that they comply (or not).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
