I would use the template and throw in the extra point about the notice being late.

And being a member of the BPA does that mean they do follow and are bound by pofa 2012?

No PPC is 'bound' by POFA 2012. This PPC is not invoking that law (you have said that the NTK doesn't mention it) so they don't have to meet the POFA deadlines. It's not a ticket that is 'bound by POFA 2012', so this just means the keeper isn't liable.

I reckon with this lot you will get some old rubbish reply saying it's too late to appeal because there was only 28 days from the windscreen ticket to 'appeal'. Then you will have to complain about this to the BPA like everyone else does when the keeper is denied their right to POPLA; email addy shown in post #6 of that sticky thread.

I have now received standard rejection letter from PPC but checking on POPLA site it is not valid (although correct looking format 10 digits and date) where now? does that seem like typo of bluff?

Could be your browser causing the usual 'invalid code' glitch - try another browser as posters have said that works. Or you are trying to 'upload evidence' when you should be doing the appeal. Hope you are not trying to rush through a POPLA appeal without being certain it's a winner (sorry if you are sure you have the winning POPLA points already). We haven't seen the signage wording from you and we don't know this PPC from Adam, so pics of the signs first would be good.

Isn't the first time POPLA website will tell you of an invalid code is when you try to SUBMIT your appeal? (So the POPLA website has no appeal code checker).

Use the checker Redx guides you to (and which is linked in the NEWBIES sticky as I recall). And follow C-M's advice ... whilst this PPC is likely easy to beat, they are not known around here so the more info we can gather (to help you with your POPLA appeal) the better.

And remember ... the PPC appeal wording from the NEWBIES thread IS NOT the wording for a POPLA appeal.

My mistake, I was using the submit evidence tab but merely to check the code. Seeing if it was recognised. From what I now read it seems that would be correct until I do appeal. I haven't got all the points yet for popla appeal, as for the signage I can't upload attachments so how do I get this info to you?

Upload photos to an image hosting site like photobucket, tinypic etc. Then post broken links in a reply here (i.e. without the http:// bit and perhaps with an obvious space in there) - we can then make them into clickable links.

this is a picture of the sign at the car park. Hope it helps.
I was thinking of using the standard template siting gpeol and land ownership hence no right to sue for any losses although I doubt they could provide evidence anyway. I cannot see any mention of pofa 2012 so am under no obligation to name driver as I see it. If I am on tge right track I will draft my appeal and hooefully one of you guys coukd take a look.

Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
