Applying for a drop kerb - CATV cover on pavement?

So i got the 18 month credit card ready to get the drop kerb sorted & then when i double checked the T&Cs, boom i noticed...
Access may be required to a property from a road other than that which appears in the postal address, e.g. a corner plot. You should, therefore, clearly state the name of the road from which access is required.

Failure to provide accurate information or answer any questions incorrectly which is obvious at the time, will render your quote as obsolete. You may incur additional charges for the abortive time of an Engineer.

There are no restrictions or covenants and you will have deemed to have check these before applying.

The applicant must contact all Statutory Undertakers to identify whether the proposed works will affect their apparatus. You should contact your suppliers (gas, water, electric, phone, cable etc) for details of any services and/or apparatus that may be affected. Please ensure that all replies have been received before any work commences. The Highways Maintenance Manager may require evidence of all replies before permission to commence may be given.

If you are a tenant you must obtain the agreement of the owner of the property, be it the Local Authority Housing Department or a private landlord, to the construction of a vehicular crossing in order to park your vehicle on the property.

Any works on your own land to make provision for access and parking should be carried out prior to the installation of the dropped crossing. Please ensure this work has been completed prior to your submission. All works required on the owners land must be undertaken to make levels match the abutting highway.The County Council will not undertake any work outside the limits of the public highway.

So now i've got to write off to those companies, all of them i guess, to see if any of them say it'll be a problem. My guess is they'll all reply "i don't know". Yeah, very helpful.

Anyway i've had a look & the right side of our driveway is already dropped & that has some cover on it, not sure what it is, and then about 5ft up from that in front of our neighbours is a water cover (when i say cover i mean them small black square covers).

Anyway over the part that needs to be dropped is a C.A.T.V. cover.

I've googled this which says this is to do with cable. Problem is, we don't have cable, so i've no idea who i should write to for this.

Gas - our supplier is nPower, although the changeover (from previous owner to us) supplier was British Gas. I'm guessing i write to nPower??
Water - easy, the water board
Electric - previous supplier British Gas, but ours is now nPower. I assume we write to nPower??
Phone - we don't have one but surely BT?
Cable - as said, we don't have cable so i've no idea who we should write to for this one.
etc - can't think of any etc's.

    Electricity - it would be the distributor (the company that is responsible for cables, meters etc) for the area not your supplier (the company who bills you), that you would need to contact.

    For example in a street two houss could be billed by different companies e.g Scottish power or British Gas, but their cables are maintained by the distributorr for that geographical area.

    Apart from some limited areas, Virgin is the only cable provider these days.
    As for phone then it will be BT Openreach

    (Assumes that you are not in a Karoo supplied area - Kingston-upon-Hull and surrounding areas)

    So now i know who to contact for the electricity, the water, we've got a good idea for the cable, we know the phone.

    What about the gas?

    Gas is supplied by one of the local network operators. See http://www.energynetworks.org/info/faqs/who-is-my-network-operator.html
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.
