Giant unused compost heap at allotment

I have just got a new allotment (5 rod) which I am very excited about.
It is expensive though (Greenwich) and I want to keep costs down.
One of the ways I saw of doing this when visiting the allotment was the "compost heap" where everyone has communally dumped their compost garden waste, it seems for years! Free compost must be covering about 3 rods or so.
I asked the site rep if we could use the compost in it, and he said we were welcome to but that no one had turned it. How would be best to go about getting to the lovely compost in the middle without causing an avalanche or really !!!!ing people off?
Any ideas?

Got somewhere to place it on your plot so you can allow it to compost down further if its not quite ready?
September/October i did holes and fill them with fresh manure/grass clippings, leaves etc and just leave it to the elements. If it rots down quickly i top it back up and cover so it gets a winter coat.
My onions and Beetroot seemed to like the results. Peas did quite well also.Censorship Reigns Supreme in Troll City...0 -
