APCOA Birmingham Airport Red Route/Hotel Drop

I have received a Parking Charge Notice from APCOCA from a pick up at the Birmingham International Airport.

The images they have provided show me outside the hotel, which has a drop off point, picking up my partner. There is a red route area around the hotel with a stop off next to the hotel, the pull in area was full so, as there were no cars grouping up i stopped just next to the pull in area and picked my partner up. The images show that we were there for approx 4 seconds. One image shows that I was indicating to pull away.

I have read the newbies section and started drafting my appeal letter but if anyone can give me some advice on the red route situation? Is this something that will cause an issue with the appeal.

Also I received the notice 15 days after the incident occured. I have seen other threads mentioning that companies only have 14 days to get in touch. Is this correct as i couldn't find any solid information online?

    the 14 days rule (getting it to you by day 15) is in relation to POFA 2012 , keeper liability , not the parking charge

    but as its the airport its nor relevant land meaning POFA 2012 cannot apply

    so if they dont issue it under POFA 2012 then they have up to 6 years to deal with it

    Ok I won't be using that against them then.

    I guess my main strength then is that I fail to see how 4 seconds equates to £100 loss of earnings.

    The airport is not relevant land so POFA 2012 & thus keeper liability cannot apply so their only claim is against the driver. Unfortunately they don't know the identity of the driver unless you tell them so they are stuffed.
