Two wheel park on pavement and council permit holders with 2 wheel on pavement

We went to a Training course and parked in a residential road. We parked on the road but with 2 wheels on the pavement in order to leave enough space for cars to go pass . It was a Sunday and on a yellow line. We came back to find that we'd been given a parking fine. The hounslow council allows its permit residents to park with two wheels on the pavement. I cannot see the difference it is one rule for council and one for other. Can I challenge this

Hounslow windscreen PCNs are flawed in their wording so you should have a case that would win at second stage appeal or adjudication. At the first appeal stage you will get a rejection routinely (of course, because they can!) so ignore the discount bribe and get yourself set up for the 'long game' of 3 stage appeal.
