PCN for parking issued in Islington for not displaying a valid permit

I have recently received a PCN for parking on street in Islington the day after my permit (for a specific zone) was activated.
The contravention code is 12s (not sure what the s suffix stands for), which states I have not clearly displayed a valid permit or voucher. Islington council no longer issues 'paper' permits therefore I am not capable of displaying a valid permit or voucher as it is an 'electronic' permit which requires the Enforcement Officer to check the registration against a permit database.
Is this grounds to appeal in the first instance as I cannot display a valid permit as they are no longer issued.
There are 4 different types of restriction signs on the section of street in question (street is only 100m long) and as a new permit owner, find them ambigious as Match Day restriction are normally more stringent but do not appear to be on some of the signs.
The PCN does not also state which one of the 4 x different parking restrictions I was supposed to have contravened as the PCN only gives the name of the street the vehicle was on.
It looks like I have parked in a 'Business Permit Only bay' which becomes a 'Permit only' bay on match days. I assume 'Permit only' means that both 'Business' and 'Resident' permits are allowable. I was not parked there on a Match Day but either type can be used on a Match Day.
All the signs are for the zone I had the permit issued for.
On the other side of the same road, there is a 'Residents Permit Only' bay, which looks like it is the correct place to park.
As I was issued a permit the day before PCN was issued, I clearly have not deliberately parked to incur a PCN.
I would welcome advice on taking the first line in an appeal that I could not possibly abide to the text in the Contravention Code 12s text as 'paper' permits are no longer issued and that I don't believe the council had updated their records correctly overnight to include my permit activation. The PCN does not specifically state which restriction I have contravened.
I don't want to mention that I was in a 'Business Permit Only' bay as this may prejudice the decision if I can win the appeal simply on the fact I cannot display a permit and that is why they issued the PCN, or that the CEO did not check my registration against the database, or did and it was not on the database as it had not been updated from the day before when my permit was activated.
I also removed the PCN to contact the council regarding my permit being activated or not and when returning to the vehicle, yet another PCN had been issued for the same 12s contravention - I understand that the 2nd PCN will win an appeal automatically as only one PCN can be levied for the same offence in a day but welcome advice on grounds for appeal of the 1st PCN.
The councils website allows for images taken to be seen, there are no images currently on their site for my PCN so photos may not have been taken.

Has this been issued by a council?
If so then your best bet is to head over to the PePiPoo forum and post on there (you'll need to upload a copy of the of the PCN front and back) as they are more knowledgable on council issued tickets.0 -
