Multiple separate parking notices (CPP PS&P)

Hi all!
Have been trawling through all the posts and stickies for a while now and just wanted to get some advice.
I attend a university that uses Car Parking Partnership to operate their parking facilities. Aware of the apparent loopholes and unenforceability of these "notices", several of my friends have been using the car parks at the uni throughout their degrees and have accumulated multiple parking notices between them. All of them told me that they received all the letters and threats as per the letter chain on here and have since been ignored by the company who seem to have given up. Are there laws that make the notices more enforceable given that these guys have intentionally not paid and displayed, as opposed to them being unfairly given a ticket for overstaying/parking on the line etc.
If not, then why do people bother paying for parking at PPC's if it's difficult to enforce the notices anyway?
I only ask because I have since started using the car parks occasionally and have picked up quite a few notices myself by staying overnight in halls and not getting up early enough to buy a ticket. I know it's unethical to not pay all the time but if the companies are out to exploit drivers, why should drivers respect them? I'm now at the stage where PS&P and are starting to get involved and I am ignoring their empty threats, I'm just hoping I won't end up one of the few who get taken to court, even though I have friends who have now been getting these letters for over 2 years now both before and after the law change.
Do I continue to ignore or should I be worried?

if this is in england or wales you should be appealing each one as you get it in the post , not ignoring them
assuming these are old ones passed to debt collectors , post #4 of the NEWBIES sticky thread deals with that

Well we don't advise people to abuse car parks, and that is exactly what you are doing!! The reason why these vermin exist is because of people like you! I am not making any excuses for the tone of my post, but you are perpetuating this situation by your attitude.
Now I am not here to preach to you as you as adult make your own choices. You should have looked and sought advice before now. How many tickets are we talking about here? There is a small chance that they might try their luck at the small claims, though it's not likely.
Whatever the level of abuse it doesn't entitle them to punish you for that, it would be unlawful.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Luckily for all of you, CPP don't do court but you never know, and should keep ALL the letters in a file just in case. The NEWBIES thread tells you how to respond, which you could do to any recent one to win at POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I know it's wrong and have stopped doing it because I don't want the notices to accumulate. I guess I just saw a way to exploit the system and realise that it wasn't the wisest decision
I've had around 8 notices in the last year and they have all come through so I presume it's too late to appeal them? Would I even have grounds to appeal given that I didn't pay and display?
I still think it's pretty scandalous the amount they charge people and I would begrudge paying it should I get taken to the small claims court. Would it be advisable to offer them a remuneration of all the money I cost them by not paying for a ticket? I would do this but I don't imagine they would accept this...

Don't pray your friends in aid - they have no relevance to your own circumstances. Schoolboy stuff, if I'm brutally honest.
If you want an idea of how litigious your PPC is, take a look at this FOI response. It's the most recent available (to my knowledge), if now a little dated, but at least it gives you an indication of the likelihood of you having to make a court appearance.
