Hi,
I have received my very first letter about a parking "fine" to which i had no prior knowledge - the letter came directly from Newlyn with the words "notice of appointment as debt collectors"
The "offence" allegedly took place on 30/09/2012 (almost 2 years ago) at the car park of my old property, i am not sure if any letters have been sent there?
I have read the newbie sticky forums but my case is bespoke in that it happened so long ago and this is my first letter! i have been supplied no evidence of where this "offence" took place other then a date and location - the fine is £186.00
What do i do next? should i ignore it as it is so long ago? should i appeal it and who to? should i write to Newlyn and ask what it is for?
The wording of the letter is as so
Offence Date: 30/09/2012
"We have been instructed by Vehicle Control Services Ltd to recover the above parking charges which remain outstanding, as a company specialising in debt recovery we are undertaking to gain payment in full of the debt
PLEASE DO NOT IGNORE THIS LETTER. FURTHER ACTION MAY BE TAKEN AT CONSIDERABLE COST TO YOU IF THE DEBT IS NOT CLEARED.

As this was before keeper liability came in you are safe to ignore - they can only pursue the driver and as they don't know who that was they're stumped :-)
Should just add you do not have to inform them who the driver was so any attempt on their part to tell you you are obliged to will be a lie.
They cannot pursue the keeper but in the very unlikely event they ever try to by sending you a Letter before Court or Court papers come back on - they won't have a leg to stand on by the way so no need to worry0 -
Did this come into force after October 1st 2012?

Yes it did come into force on 1/10/2012 so scraped in there by the skin of your teeth
You may get a number of debt collector letters - they will eventually stop - ignore anything except a Letter before Court or Court papers which is very very unlikely they will send - and if they do - they will lose and you will have to pay zilch.
re why now - they're just raking up cold cases and trying to scare money out of people0 -
Welcome to MSE! Please search keywords 'Newlyn 2012'. Can't answer the same thread again and again, it's all here already.
Starting a new thread isn't the answer when the threads already cover it umpteen times over. Your thread will slip down and when you get the next letter you will be none the wiser and will bump this thread again...if I get any more correspondence i will be back on!
See what I mean?! What have you found out, you have had good advice but you've come away from the forum with nothing about other people's experiences who have already had this letter last week, last month or whenever. You need to read other threads about Newlyn letters. There's no need to continue thread after thread all talking about the same letter chain thinking their case is different in some way. Much better for you to compare notes with people in your shoes.
Coming back in isolation to this little thread to report every silly letter in the junk mail chain doesn't help you as we can't keep up and can only say the same thing so many times, and we haven't had that letter. Please, search the forum to see other people's threads about this letter chain, you will get so much more from this forum once you know how to use the 'search this forum' heading above the NEWBIES sticky thread at the top.Did this come into force after October 1st 2012?

Following on from this i have not received any more letters but got a voice mail indicating bailiffs will be coming to my address to remove goods within the next 48 hours unless i call and quote a reference number
Should i continue to ignore? are they allowed to just turn up on my doorstep?0 -
Ignore them, and if anyone does turn up which is highly unlikely tell them to take a long walk off a short pier.
Bailiffs can only act on a court order they haven't got one so are talking out of their backsides.0 -

This is utterly appalling. BPA would be interested but most importantly....so too would DVLA !!
Newlyn are extremely fortunate in having online access to DVLA records but I can assure you that DVLA would not take kindly to hearing that this company are threatening bailiff action when there is no warrant or lawful authority.
Unfortunately, at this present time there is only a voicemail message but if you get a visit or hand delivered notice which mentions the word "BAILIFF" can you please send me a PM.0
