So he has foisted this onto lessees and got no signed agreement, no forms or anything to show that anyone has agreed to display any permit, that again seem to have just been foisted upon lessees arbitrarily. So there is nothing to support this charge, nothing which overrides your right to peaceful enjoyment of your property and the right to park a car in your allocated space. He cannot even prove you ever got that 'notification' presumably, and certainly not that you read and accepted the terms.

Beware though, not to rely on that alone at POPLA stage because you are far more likely to win on 'no GPEOL' or 'no standing' (the latter being similar to what you've said but also needing UKCPM to show you & POPLA a copy of their contract with Mr Brady). You need all the usual arguments to be sure to win at POPLA and - as this is UKCPM who actually fooled one POPLA Assessor with their sign - have you shown us the sign yet?
