parking fine lidl

A woman who works for me picked up a parking fine in Lidl for going 10 minutes over time on February 28th. The first she knew of it was today when she received a reminder! The letter from Athena states they originally sent the fine on the 4th of March. This was never received. The reminder was sent on the 7th of April and it states that she had 28 days to appeal from the date of the fine.....2 weeks before the reminder was sent out!!
What should she do?
Any help would be much appreciated.

    actually , you mean parking charge invoice - lidl

    lidl or their PPC ( the athena you mentioned) cannot fine anybody as they have no legal authority to do soall the answers you seek are in the NEWBIES sticky thread at the top of this forum

    advice , flow charts , templates and links to the best info, all in that one sticky thread, please read it

    also note what it says about the different uk regions as that has a bearing on this too (you never mentioned any actual location or country at all)

    I've looked through the sticky thread and was just wondering if it changes things because it is already past the 28 days appeal period?

    treat it as the first NTK and appeal anyway using the template letter , assuming this is for england or wales ? (you never said)

    excellent, the person can also mention this is the first letter they have received so far and so are treating it as the first notice to keeper and appealing it on that basis

    the point is to appeal anyway, despite any time lag, be seen to be doing

    I received a civil parking notice from Athena for overstaying in a lidl car park by 14 minutes in November 2013, demanding that I pay £90 reduced to £45 if payed within 14 days.
    I ignored the notice and received a further notice , overdue reminder in December 2013 demanding the £90 .
    I ignored this also.
    In January 2014 I received a Final Demand for payment within 7 days or they would set the debt collectors on me , together with all manner of enforcement action IF and a big IF it went to county court.....
    Guess what............silence
    No one banging on my door demanding money.
    My advice is to do nothing
    Do not enter into any kind of correspondence with this company

    Wrong advice for 2014 as a PPC can start a court claim within six years. That's why our advice changed over a year ago in 2013, when we learnt how to win at POPLA and also PE started suing thousands of people as the months wore on (after not being litigious before). So you cannot assume an ignored fake PCN has gone away!

    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
