Lendal Bridge York - fines, and no fines?

Hoping we have some MSE members here from York.

I got a fine for crossing this bridge, here is a bit of news on the bridge and fines etc.

My fine was £60 but 50% off if paid quicker which I did. Now it seems there is legal issues and fines are no longer being given.

Where is the legal point to where fines are no longer given and is there any way to reclaim my money back.
All the big powers they've silenced me. So much for free speech and choice on this fundamental human right, and outing the liars.

    The time to argue was before it was paid, they allowed most appeals as they appear to be fearing adjudication, now we know why.

    This has been on BBC North quite a bit.

    York Council has been taking legal advice on this and, to all intents and purposes, they and their advisors are satisfied that the council has acted lawfully and within DFT guidelines. They have therefore decided that every ticket that has been paid is considered to be "settled" and that no appeal or claim will be considered.

    The restrictions are to be lifted on Saturday (although I understand that fines will not be issued between now and then). This, in the council's words, is nothing to do with any legal dispute but instead, simply an end to the trial period.
