Wing Parking PCN - Westminster

Hi all.
I received a windshield Parking Charge Notice 15 days ago from Wing Parking. I was parked in the Churchill Gardens Estate run by CityWest Homes. The Notice has both the CityWest Homes logo and the City of Westminster logo at the top.
I was displaying a valid temporary permit for Westminster zone A (Churchill Gardens Estate is within Zone A). The CityWest Homes website instructed me to get a permit from the City of Westminster website and made no mention of Wing Parking. It is a temporary permit pending further documentation proving vehicle ownership at a new address. (the DVLA are currently processing my v5c form with new address)
I have read a lot of the forum threads on Wing Parking but I want to make sure i'm doing the right thing.
Questions-
Should I wait for a Notice To Keeper or appeal now?
Is the Churchill Gardens Estate public land? (meaning Wing Parking have no authority to issue a charge, and would therefore be ruled out by a POPLA appeal)
Hope this all makes sense.

In terms of whether its private or public would depend on where exactly you parked (road compared to a car park etc). It may be that the permit you had only covered on road bay parking and not any parking on private land.
If it is a private PCN then yes, wait for the Notice to Keeper.0 -

It was a parking bay. I believe that the Zone A permit is only for specific Zone A bays outside of the Churchill Gardens Estate. The estate has a few Private Parking signs (not specifically on or directly next to the bays where I was parked, the closest sign is across the other side of the road from where I was parked) but these signs are from Wing Parking, and not from CityWest Homes or City Of Westminster.0 -
This is a private parking ticket, and can be appealed and to go through popla, but Wing will try a fast one on this, they will try and wriggle out of anything, and they make their tickets look like from the council because of the logos. HO87 is the one for this as he has extensive research into Wing and the London Boroughs using them.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Nothing to do with the council then. Follow the standard advice of :
1. Await the Notice to Keeper ( assuming you are the RK )
2. Appeal to Wing

Thanks for the fast responses everyone. I'll await the NTK and then make an appeal asking that if it is rejected, i am given a POPLA reference number.0

By the way you won't get something headed up 'Notice to Keeper' from Wing but you will get a letter eventually so treat that like the NTK. Or just send the first appeal template NOW to cut out the rubbish and faffing about that Wing will throw at you. I would actually appeal NOW with Wing, as keeper not driver, as usual but early.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
