please help urgently- unknown PCN, now bailiffs threats

i'm sorry for just jumping in and posting this as my first post, but I am at an absolute loss as to what to do and I'm a nervous wreck and can't think straight.
I've just received a letter hand delivered from Jacobs Enforcement Agents. It is for 3 PDN from Oct 2012 and Dec 2012 from Nott City Council.
I can only assume that they are from when my ex used my car for a temp job in the city.
There are 3 letters- one for £457.64 (13 Dec 2012) and 2 for £222.64 (30OCt 2012 & 11 Dec 2012).
The letters threaten removal within 48hours. They say they will re-attend and remove goods even in my absence.
I have no way of paying these, even if i thought it was down to me to pay them. I had no idea about these PCNs- this is the first notice I've received. It says they are certificated enforcement agents and I have checked on the bailiff register and his name is on there.
I don't even own the car (or any car for that matter).
What can I do? i'm scared to contact them incase that makes me liable to pay. But can they just break in and take stuff? I'm a single parent to a 2yr old, recently out of hospital, i'm in tears and terrified they are going to break in and take what little stuff me and my boy do have.

Bailiffs are not allowed to force entry into a private residence so you can stop worrying about that. Just make sure all your doors and windows are locked.
If you had a car then they could take that but as you don't then there's nothing they can take unless you invite them in.

I did own the car when these PCNs are dated, but it was my ex driving it. I had no idea. I have moved twice since then so it may be that they have tried to get hold of me at those addresses. I didn't leave a forwarding address for security reasons (with my ex)
It just stated City of Nott Road Traffic as the Enforcement Authority. It doesn't state anything about courts, just that the council has instructed them to collect the debt and any enforcement fees incurred. Goes onto say he has been instructed to arrange the removal and sale of my goods. He will re-attend my premises and may REMOVE goods even in my absence.0 -

Thanks- i didn't answer the door, luckily, as I've just had an operation and struggled to get up to answer. By the time I got there the letter was posted through and he had gone.
Thanks for the link, but I can't afford to sign up. I've had to give up work due to illness and now in recovery and still not working.
I was literally sick when I read the letters. I just can't believe they can charge so much for parking fines anyway0 -
As has been said, they cannot force entry, but can enter through any insecurity, which under the new legislation can now only be a door.

They cannot do that! They cannot force themselves into your property! When they return don't answer the door, don't leave doors on the latch, and don't leave any windows open.
You need help here to get these tickets sent back to the council so you can appeal them. First use the bailiffadviceonline website for that.
Then go to https://www.pepipoo.com for help with the tickets themselves, you can also ask for advice there now in regards to the situation you are in.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Does the notice have any contact details for the council? If you were not the driver then you may be able to pass liability to the driver by identifying him. You may also be able to come to some sort of payment plan (I know you say you cannot afford anything but you can't bury your head in the sand).0

Your options here are limited without specialist advise. You could start by contacting the council and explaining the situation ( copying in your local councillors ).

You can't normally pass on liability for council tickets, the registered keeper is the one liable for this.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
