Telemarketing calls

My wife received a telemarketing call today on her mobile.

I'd like to make a complaint about the manner of the call but don't know what approach to take.

The call went along the lines of..
"Hello is that Jane?"
"Who is calling"
"Am I speaking to Jane?"
"Please can you tell me what its about?"
"Its about an accident..."
"What accident!!!!!!!" <starts panicking, mind racing, are the kids ok, one is away on a school trip!!>
"Have you had an accident in the last 3 years???"
"What?, don't ever call me again!!"

I have the number that was on the display but wonder who would be interested.
There is a web site that looks like its a cover for a telemarketing company. I can post the phone number and web site if its permitted here.

The Ofcom website suggests a complaint if persistent or threatening and this isolated call is neither.

Any ideas or links would be much appreciated.
