NCP train station - Ringo

I received a parking ticket from NCP a few days ago because I parked at a train station car park (in England).
I'm in the process of drafting the appeals letter (as advised by the NEWBIES thread), but I was just wondering if there is anything else from my situation that would be worth adding to the appeal.
The station uses RinGo (a company who deal with payments for parking), who have an app which you can pay through. Their app has been very temperamental of late so I was unable to pay for it whilst on the train (as I usually do). Once getting to work I had completely forgot about the parking, and hours later I got back to the car to find the ticket.
I don't know what legal standing this would have, but I feel hard done by because I know if the app was working then I would've paid for the parking.
Thoughts?

The app not working is mitigation so you could mention it to NCP in your appeal, but POPLA will not consider it.0

I would be careful and not mention it as it's too easy to accidentally give away who was driving. Also the first appeal template in the NEWBIES thread covers enough ground to win at POPLA anyway, without even mentioning 'what happened' which is largely irrelevant for POPLA.
Do send the appeal now as keeper, don't wait for a NTK from NCP due to previous shenanigans.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
