Tragic Registered Social Landlord Situation

I'm new to the site and I'm writing under very sad circumstances. I was wondering if anyone might have had previous experience of the situation below. I know there is an element of anonymity on this site, which is why I'm here (as well as the fact that it's a fantastic site).
Also, my writing will look very basic in order to try and avoid disclosure and identification of the actual situation, but I have no choice but to be sparse.

A Registered Social Landlord moved a tenant into a flat, they allegedly (court case pending) did something very bad (think of the worst thing). This tenant is no longer in the flat for obvious reasons.
As you can imagine, the other flat neighbours are in grief and shocked that this could have happened. They are also very distressed to hear that the RSL are planning to move a another one of their clients into the now vacated flat. I would have thought that under the circumstances, the RSL would, out of good will, do the decent thing and sell the flat back to private ownership as this has been so awful for the neighbours. Perhaps I'm being very naive?

What I would really like to know is how the RSL's decision to do this could be contested and on what grounds etc. If anyone has been here before I would be most grateful for their input.

    Who's to say they will move in another alleged criminal. Just as likely to be someone perfectly nice and normal, unless you know otherwise already

    But no, I can't see why other people should be able to contest anything. What if another criminal buys it privately, then what could you do. Sorry!

    So you basically want to know if, because of his last tenants actions (your post doesn't make it clear whether this happened during the tenancy or prior to the tenancy), you can stop the landlord moving another tenant into his property?

    The worst thing? That would be different things to different people. There are no possible grounds for contesting the right of a SL to rent the property to another tenant. What's happened has happened, nothing can change that.

  • Social housing gave a person a property. That person (potentially) murdered someone. Social housing should then... sell the property to a private landlord? Not all social tenants are bad people, and while I can sort of understand the reasoning for wanting the property to no longer be social housing... it's pretty absurd to expect that to happen. I cannot imagine how it would be possible for the neighbours to put any legal pressure on the housing association, perhaps they can request politely but beyond that it seems impossible.

    Put it this way, the tenant who did the the thing they did, did it within their tenancy and was not the first client of this RSL to be less than sociable. I like to think I understand the demands on those who have to make the system work and that I'm a reasonable guy. I can't really say a lot more which irritates me as much as you guys, but I can't.

    And even if it's sold, whats to say that a private land lord won't purchase it, and then allow 'social housing tenants' to live there.

    da_rule, that's a very good point. Some of us have been chewing over the permutations for a while. I know there isn't a great solution. I would love to explain more to you and I would like to say you should be in our shoes but I wouldn't wish this on anyone as it's been hell. The victim was really well loved by all.

    Sociable? There are vast numbers of tenants and owner occupiers that aren't sociable.

    So, victim and talking in the past tense, so some form of homicide (murder/manslaughter). Unfortunately there's nothing that you can really do to prevent the owner of a property, especially one under a legal obligation to provide housing, putting what ever tenant into a property that they decide on.
