The company that have issued the ticket is UKPC.

I have read post after post but there seems to be a lot of talk about court papers being issued
Really? Show us one where UKPC have issued court papers (to save you time, there aren't any).
and charges being recovered by debt collection agencies.
No, you mean 'people being sent letters by debt collectors'. Not 'recovered' - they are not bailiffs! No one comes knocking! This has been the case for years and the letters have been laughed at on this forum forever and a day. I have collected 4 fake PCNs myself and have the debt collector drivel to prove it.

2007 advice from pepipoo forum is still the case now, debt collector letters are nothing:

...but that doesn't mean you don't appeal and win at POPLA like everyone else does here. It would be daft not to bother, what if UKPC broke the habit of a lifetime in 2015 and started trying small claims against old ignored cases where people had thrown the letters away? That's what happened with Parking Eye in 2013, previously having never sniffed the inside of a court room.

Please read the sticky threads here on this forum, it's why I wrote a template first appeal letter so it's as easy as pie to get this cancelled at POPLA stage. Of course you appeal, couldn't be simpler.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
