Faulty New Caravan

I am writing on behalf of a friend and looking to make sure that they follow the correct proceedure to get their problem resolved
On 19/03/2014 they took delivery of a new £20000.00 caravan from a "local" dealer, 50 miles from where we live but near to the seasonal pitch. They were away the first week and on 25/03/2014, a bright sunny morning, noticed the windows had lots of tiny scratches on them - common fault if the window are washed / cleaned with an abrasive bush etc.... They emailed the dealer to report the fault and asked them to arrange an inspection at its seasonal pitch.
There has been no reply and a further email was sent yesterday (07/04/2014) giving the dealer a week to contact them.
What should they do next if the dealer doesnt reply within say the next week?

Plastic windows are prone to scratching. I would suspect it is not a fault, but just one of those things.0
