can i appeal

so i let my boyfriend borrow my car and he ended up getting a parking ticket because when he got home from work the block of flats he lives in are being done up so any spare parking spaces in the resident car park had be taken up my the workmen with their vans and personal car so he had to park on the street . but you only allowed to park on the street for 2 hours so when he woke up and went to try and get a parking space again he found out that the car had a parking ticket so do we have any chance of appealing the parking ticket ??

You don't say who gave this ticket, can you supply that please?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

it was the local council via a traffic warden who issued the ticket0

I advise you post this on https://www.pepipoo.com as well as they are experts, they will need to see both sides of the PCN, just photo or scan them in, redact personal info from the images, then upload to tinypic.com and place links into the new thread you create in the council forums.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you.
