Did you rent from a rule breaking letting agent?

I am still 'discussing' this through with the agents, they want to charge me a £60 exit fee prior to moving in. They did not display this on the website, just linked through to another page which gave a range of prices depending on the landlords wishes and size of property. They refuse to tell me what the fee pays for, my interpretation is that the fee pays for the right to comment on the inventory (IE tell them if I agree or disagree with their inventory).
We still move in next Thursday, I am awaiting a revised tenancy agreement (they messed up the cost of the rent on the 1st draft...) so am just going to pay the deposit and 1st months rent and leave out this fee as I still don't want to pay it. I have asked if the landlord would be happy to lose a tenant and have to readvertise a property which was already on the market for a few months prior to us accepting.0
