Is there anywhere she would usually get prescriptions from? The pharmacist may agree to it if her script turns up regularly and she is there to pick it up herself.
ETA not sure, but I believe application forms and photographs can be left at the surgery against a fee, an actual appointment with the GP may not be needed.
Good news is that she got it signed by firm of solicitors. She tried accounts that was not too far from where she lives but apparently they also do not signed them. She then decided to see if there was a solicitors nearby and was passing the post office and decided to go in and see someone differently. Initially she was told that they would do it and check that it was all in order and apparently they would post if off as well for her. However, when he chap saw that it was not a UK passport, he said that they could not do it as they needed to know her personally for 2 years. She knew the person that she spoken to in the post for many years much longer than 2 years and told him so. He then said the he would be signing on behalf of the whole P.O and declined to do that.
Stress out she then went all the high road to see if there were a firm of solicitors and went into the first one she saw and surprise they signed it for a fraction of the cost that her GP asked for 10 years ago.
Hopefully she will get a new one soon. What a commotion to get an organization to signed as a witnesses for passport. The organizations that are on the acceptance list should come off as it is a waste of people time and energy.0 -

You've missed the point entirely, the list isn't a list of organisations that can countersign, the list is a list of professions that can countersign IF they know the applicant personally.
Your best friend who is an unqualified SAHM can't countersign, your best friend who is qualified in one of the professions listed can.Accept your past without regret, handle your present with confidence and face your future without fear0 -
I've had exactly the same problem with driving licence photos and certified copies for ID when opening bank accounts.
For the former I got a bloke in the library to sign (I don't know his name), and for the latter the Woolwich was the only place that would sign, and they've been closed for years now.0 -

This is not true at all!! It is a personal endorsement of the identity of the person on the passport, it can only be done by a person (of good repute / standing / official capacity), not the entire P.O!!!
It may be that the P.O. has special authorisation to process Home Office papers etc, and countersignatures fall under these, which would be different to the personal endorsement, but power to endorse all the same.

OP If it is for an Irish Passport make sure she has got the correct photos. For an Irish passport the person signing does not need to know you at all. They must merely be satisfied that the documents you present prove your identity.zzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzz0

Glad she got it sorted, my Parents usually have to get their local Parish priest to sign their ROI passport documents. The list is much more restrictive than for a British passport.0 -
I recently applied for an Irish passport and they were very tight about this. Luckily my neighbour is a GP and she was able to sign for me. But I did hear that you can go into a police station with good ID so they can verify that you are who you say you are and they will sign for you. I didn't try it out myself though, luckily I didn't need to.
I didn't think lecturer was on it, I would probably have noticed that because I have a friend who could have signed in that case and I probably would have asked first if I'd seen it.0 -
As the OP referred to a renewal, I thought it might be worth posting that you only have to have a countersignature if
- you can’t be recognised from the photo in your existing passport
- you’re replacing a lost, stolen or damaged passport
