Thank you for all your replies so far! We've asked the agent about the type of system but typically no-one has got back to us about it.

    Look at the EPC

That's what EPC's are there for

Ah I see, I guess the lack of maintenance costs makes it easier for landlords. We'd want to live in it ourselves though and I'm not sure the re-sale value will be there later on so I think we're not going to put an offer in. The search continues. London is a nightmare for first time buyers :(

Thank you for all the advice though guys!

Ask any EA and they'll tell you that installing gas CH is the most cost- effective way to increase the value of your property. Sadly not an option in an apartment bock where the developer's have chosen not to provision mains gas.
No free lunch, and no free laptop ;)

My 1 bed flat has 2 electric panel heaters rather than storage heaters (so no economy 7 either). The flat's only about 6 years old and I guess must be really well insulated as I only ever need to use one of the heaters and I like the place a cosy 20-22C. My total electricity payments are usually around £30 a month (and this does cover what I use). Roughly speaking a month with the heater on a lot (and I work from home quite a bit, so it's on a lot) uses about 400kwh, and a month with no heater use is around 200kwh. Generally the flat is warm enough to only need the heater on on a daily basis in Dec, Jan and Feb. It's very basic and can only be turned on, sliding scale of 1-7, or off, there's no timer. I never leave it on over night so the heat disapates a little and it can be a bit chilly in the mornings, but it doesn't take long to warm up.
