Call blocker company refund

Hi,
I have a disabled mother who has memory problems and gets confused very easily, she gets a ton of sales calls from PPI to call blocking services. I tried to get her phone number changed but, sky say she needs a crime number or something. I have told her not to speak to anyone she does not know over the phone and to contact me first.
She was contacted by a company who said they would stop all these calls, they were very persistent and managed to get £80 from her even after she said her son would be very angry and that she should not speak to anyone selling anything over the phone.
They sent a box which you can buy for £15 on ebay and I'm guessing just registered her phone number at TPS for free.
I phoned them and the woman I spoke to was very apologetic and said she would refund after the box had been returned, my mother returned the box recorded delivery. She called them to find out when she was getting the refund they said it could take 30 days, what for I have no idea. She also, asked whether the box had been delivered and they said she should know and asked who signed for it etc.
Now I'm about to phone these individuals myself and wanted to get some advice, I have checked the post office and it says the box has been delivered but, all it has is the date.
Can it take 30 days to refund, if so why?
Would I need to know who signed for the package?
Just want to get my rights straight before phoning, thanks in advance.

After initially blocking withheld and international calls ive now set it up so it only rings when the chosen numbers from my contacts ring ,anything else goes to the answer machine.

This is something they can legislate, so you can opt-in to a blacklist, for FREE. I would expect it to work this way.
As a BT customer, I would sign on with my BT account, and vote to blacklist a number. When a number has enough votes, BT will block that number for all the people who signed up for the black list. Obviously, the auto-dialing !!!!!!!s will give up using that number after a while, so the number will be released when no more votes come in for a while. There would be no possibility of hackers attacking innocent organisations by hampering their ability to call people by voting multipe times anonymously.
This can work automatically. The system already has a blacklist function, which you pay for. It's like hiring a house keeper, but she keeps bothering me every hour to check if I want tea, just so she can demand more money if I want to her to stop!0
