Excel parking charge notice in Swansea

Hi,
I'm hoping someone on here can help me....
A month ago I went to drop some people at a friends flat down the marina in Swansea. I helped them carry their many bags upstairs but since there were roadworks on the road outside it had been reduced to one lane with traffic lights which meant the loading bays were now out of use.
I parked in the car park across the road and went inside with my friends, naturally I had a bit of conversation inside and returned to my car less than twenty minutes later (17 to be exact) to find a parking charge notice planted on my window. After reading up online I chose to ignore it but now I have had a lovely letter through the post demanding £70. I am now in two minds whether to appeal that the loading bays weren't in use and had to park there to avoid obstructing traffic and then offer to pay the £1.30 I should have paid in the first place or to just ignore it?

You need to appeal this, just use the template letter in post 1 of coupon mad sticky thread in the parking forum. And read the thread completely so you know this scam.

I have just written my letter which I will be emailing across tomorrow, I used the template from the forum.
It is the car park down the marina behind the flats that has the American Jazz bar....0 -
Thanks that is two excel car parks I need to visit, there is one by that office block they knocked down by St David's market as well.

Have a Google to see if byelaws apply thereabouts at the marina/Quay. It helps your case at POPLA stage to be even stronger, if so.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

According to BPA they should give me a detailed location of where I got this ticket. Their letter just says 'SA1, Swansea', I'm not 100% on this but surely the other car park you have mentioned comes under SA1 so already they have not followed the rules with a detailed location...I think they have the parc tawe one as well so that's at least 3 all within SA1....
I will gt hunting on the byelaws case and see if I can find anything to help me there0 -
Trust me it's not going to be bylaws in this location as it all used to be part of the bp refinery and it was all donated, that's why they can build the new Uni buildings further down Fabian way.
Anyway you are right Swansea SA1 is not a place that can be used to identify the place of parking, the whole city centre could be that. And they are not in Parc Tawe anymore, ANPR (PC) Ltd are there now.

Anyway you are right Swansea SA1 is not a place that can be used to identify the place of parking, the whole city centre could be that. And they are not in Parc Tawe anymore, ANPR (PC) Ltd are there now.
