Unfair PCN

Dear Forum members,
Redbridge council has recently installed cameras near out house and have gone overboard with parking tickets. 2 weeks back my wife was picking up kids from school, and because of the storm/rain stopped for 30 seconds near the door to drop the kids off before parking in the garage. I got a ticket in the post saying that my car was parked over a footway. I have attached the scan of the ticket below.
Now, is it the car really classified as parked, if it was being turned around, stopped for 30 seconds to allow kids to get out and then on its way again to the garage. The driver never actually got out of the car. Also there was heavy rain/storm so instead of walking all the way from the car park, we thought lets drop the kids near the door so that they don't get wet in the rain. This is the first time I got a ticket, and I feel that the council are real crooks issuing tickets in cases like this. Should I appeal this ticket ? If yes on what grounds please ?

As this is a Council issued ticket I would suggest heading over the the PePiPoo forum (http://forums.pepipoo.com/index.php?showforum=30), as they have more expertise in these situations. You will need to post the image of the PCN (front and back) up for them as well as a description of what happened.0 -
