Child Benefit Opt Out

Both myself and my wife earn over the child benefit threshold and both fill in a self assessment tax return. We opted out last year from receiving child benefit. This wekeend we got a letter (allegedly from the Child benefit people in Newcastle) saying that changes had been made (by whom?) and we would nowbe recieing child benefit. We have not changed any opt outs. Do you have to opt out each year or something? That is really painful if that is the case. Or is it an error on their part? Anyone else in same position and receivesuch a letter. Any advice/thoughts much appreciated.
