Help for PCN in 'Visitors' space (Small PPC using IAS)

We've recently received a PCN (windscreen ticket) for £100 - reduced to £60 if paid within 14 days - for parking in a 'visitors' space while visiting some friends of ours who live in an apartment block with private parking.

We were there less than an hour and did not know we needed to obtain and display a 'visitors permit'. We didn't notice the signs; although having read them now, it still seems very reasonable to assume you wouldn't need a 'valid permit' as a visitor parking in a visitors space.

Having read around on this forum (inc. the Newbies Sticky) I understand that the advice is no longer to ignore it, but to challenge this as a 'Keeper,' and we need to wait to be sent a NTK (which should arrive no sooner than 28 days after the incident and no later than 56 days after it).

However, I'm concerned that this particular PPC - Link Parking Ltd - might be one of the small PPCs who might not even send a NTK and move straight to debt collector letters, in which case perhaps I should appeal early? Would anyone be able to kindly shed some light on this for me?

Also, I believe Link Parking Ltd are an IPC operator and use IAS (not POPLA)? At least that's what the PCN seems to suggest.

I've tried to search Link Parking Ltd on this forum and found 2 threads (which I can't link as I'm a new user), but it seems the bulk of these discussions were from early 2013, when the advice was to ignore.

Any help and advice on this would be much appreciated.

    Given how small Link are I'd continue to wait for the NtK and then appeal along the usual lines ( i.e. the template in the Newbies thread ).

    Below I've pasted from their website and it made me snigger. How sharp and on the ball are they ? The law changed in October 2012 :rotfl:

    Oh goodness - my sides are splitting. Just read other pages on their website - my 10 year old son can produce more accurate English that they have managed. PATHETIC !

    The whole thing is awful, isn't it.

    One thing I forgot to mention: When we came out of our friends' flat into the car park, the two 'parking officers' (not sure what to call them?) were there, printing the PCN and taking photos of the car. There is a chance we could be in the photo(s), as we were talking to one officer while the other was taking the final picture.

    I don't know whether we are in it, but - if so - could this affect our challenge in any way?

    No it won't effect anything, just wait for the NtK to arrive. One thing though can you take some images of the signs there, just so we can see the wording. You can host the images on tinypic.com and place a link here, minus the http://www so you can post a link on mse.
