Phone options for 10 year old

by all means move onto a capped contract if the lad actually starts using the phone for calls etc. But at the moment he doesn't have a phone at all, by the sounds of things isn't clamouring to get one, its his mum's idea, for emergencies while he's out. So until mum knows what his phone usage is going to be, whats the point in paying £90 a year for a contract?0
