Cannot phone friend's landline.

The past few days, my friend has tried to call me. When I pick the phone up, the call gets cut off or I get the dialing tone.When I phoned her, nothing happens. I don't have any issues with any other phone number I have dialed. Another friend however has no issues with phoning this friend.
The thing is my friend has a mobile but only makes calls from it and switches it off as soon as the call has ended. Her DH switches his mobile off when he is in.
So why is there a problem? She is on VM and lives half a mile away. Both me and the other friend are with Sky.
