With the flour, eggs and butter you could make some choux pastry. Use it for a savoury first i would suggest a beignet. Mix the choux pastry mix with some mustard if you have it and some of the spam finely diced, then simply deep fry it (1 spoonful of the mix = 1 beignet). Serve them with the salsa dip and if you can forage some salad leaves from mother natures garden, this would be great as you can add some peas and have a little garden salad served with the beignets. Secondly with the choux pastry you can use it to make profiterolls, fill them with the custard and melt some chocolate on top. They are really easy to cook, dont be afraid by thinking it is difficult. I am a chef, and the food you are buying listed above is actually more expensive to buy that way than it is to make it yourself. Also forage for food there is so much out there for free. Wild garlic will be in season soon as well. If you have a farmer nearby you could ask for some game venison rabbit pheasant etc. Do not be afraid of game it tastes great and is free.

I would buy potatoes, a 2.5kg bag is £1.89 in lidl currently and carrots. Then I would look out for reduced milk/bread or possibly meat.
    Tuna pasta bake.
    Spam fritters, peas and mash
Spaghetti sausage carbonara, sliced hot dogs chopped onions fried, boiled pasta added and a mix of egg and milk stirred in off the heat.
Fray bentos pie, mash (or roast potatoes) and peas.
    Baked potato, beans and cheese.

Steak pie with stewed steak and make pastry with veg and mash
    Corned beef hash.

Not much time.... Will come back to this later!

Keep the £10 to buy milk and bread. and fresh veg as needed. Especially Potatoes!
OK, I was a miners wife during the great strike and this would be about a months worth of food.

stewed steak in tin - base for either a very large steak and veg pie (use your baking stash for the pastry) or a large stew which could last two or three days.
use one tin of hot dogs cut up and a tin of tomatoes along with herbs to make a sausage casserole. serve with potato wedges (its economical to make wedges, each potato of a medium size can be cut into 8 wedges, large potatoes can make 10 or 12 wedges which is a decent adult serving.)
Bread is an essential - buy medium sliced - it goes further (you cant get thin sliced any more - what a shame!).
Eggs - One whole egg will make a nice omelette if mixed with a half shell of milk. enough for a child anyway.
your baking stash will come in handy too.
Pancakes - 8ounces of flour one egg and a little milk and water - makes 8 to 10 pancakes.
8 oz of flour to 2oz of butter or marge and a little milk and you can make 8 - 10 scones. if you have a bit of dried fruit then fruit scones don't need doctoring with jam and cream.

the tinned meatballs with half your pasta - leaving some for next week.

I can't get to the amount of meals you need but have some ideas. Some meals may stretch further than I've guessed. I've often made a savoury crumble with flour and butter when out of carbohydrates. You've also got some puddings left.

2 Weeks 2 Adults 1 two year old 14 X3 = 42. Buy more milk + bread (not sure how many eggs you have). Try and get some more fruit or veg in there (beans count). If you've not had much fruit/veg lunch try to have for dinner (could be night you have pudding)

Breakfast (depends on amount of eggs and ? more milk or could get cereal and make savoury pancakes for dinner)

    Pancakes - eggs, milk, flour
    Jam on toast

    Lunch (24)
    mushroom soup (3)
chicken and veg soup + bread (3)
    spagetti on toast (3)
    spagetti on toast (3)
    baked beans on toast (3)
    spagetti on toast (3)
sachet tomato and garlic cous cous + hot dogs(2)
    baked beans and sausage (3)
    baked beans and sausage (3)

    Dinner (33)

Note if really stuck leave off potato on pastry dishes (already has carbohydrate and match with meat that has no carbohydrate)

Pasta bake 1/2 tagillatelle spam (save a bit of spam for a weekend breakfast) cheese milk flour (3)
Pasta Bolgunese 1/2 tagillatelle + tin meatballs + passata (3)
fray bentos beef and onion pie + smash + garden peas(3)
    " " chicken pie + smash+ carrots (3)
stewed steak in tin + tin new potatoes + garden peas (3)
Savoury Crumble veg soup tin stewed steak flour marg or butter (4)
Savoury Crumble mince beef and onion marg or butter (4)
sachet cheese and broccoli sauce pasta (2)
sachet tomato and onion pasta & sauce (2)
sachet beef savoury rice + pineapple (2)
    jar bolognaise sauce + tuna + rice 250g (4)
