This is the norm to be fair. I have been hired to locate family members for probate companies and they will not pay out until all have been found and all certs proving their entitlement are produced etc. Check the accounts for how they did the research who they used etc because many hire companies who dont get paid by the company but by a percentage of the estate as on the Heir Hunters program. If they have agreed this is the way to go then you will need copies of the contracts as the estate is legally bound to pay those commissions. If they used Title Research which most do then you will be fine as they only work for a set fee.

Unmarried, no kids, only child can't be that uncommon.
That leaves parents, grandparents again common for them to have gone first more so with demise due to getting on a bit.
Might research some numbers out of interest but not today.
I don't recall these stats in previous research in this area so may not be easy to find.0 -

she was a widow her husband died in 1974 she had no children no one left but cousins of which I am one0 -

For executors to give away a % of the estate to go looking for relatives must be able to be challenged by the beneficiaries.
If the beneficiaries signed off a % how can the estate be responsible for the payments there is no contract with the estate.0 -
Getmore4less the contract is made when the company find the heirs have them sign an agreement. Exactly the same way I make my living and the money comes from their share of the estate.
When working for a probate company or a solicitor I work on a set fee as it takes away any gamble of being paid out. This is then a legitiate expense against the estate as it becomes solicitors out of pocket expenses.
In this case as well it sounds like it is an intestate estate. Where a will exists solicitors charge for finding beneficiaries if no one knows a current address for them and I know of no case where this as been challenged
