Buying train tickets online that don't arrive

I recently bought Eurostar train tickets online from a third party but they did not arrive. The company tells me that I have to pay £25 for the tickets to be reissued. Are they right to do this? I also think that £25 is extortionate just to reissue train tickets.
I would really appreciate anyone's advice as to what are my rights are in this situation. Thanks.

Your rights are for whoever sold them to you to either provide the tickets or a full refund. Chase them.
Eurostar don't have to do anything, you should be thankful they are giving you the option to reissue them at all.0
