Parking Eye - slight nuance on tactics?

Got a PCN from PE.

Put in a very vague and soft appeal, and awaited my rejection letter with POPLA code.

Instead got a letter basically saying 'provide further proof of your appeal reason; 14 days added to deadline to let you do this'

So it's neither an acceptance of appeal nor is it a rejection of appeal [no POPLA code supplied].....

I presume this is to try to scare a few more people into paying before they reject the appeal and have to issue a POPLA code.

It's just a slight variation on a typical stalling tactic.

Just respond to them that your appeal has been made and that they MUST either reject the appeal and furnish a POPLA code, or accept the appeal and cancel the PCN. Failure to do either will lead to formal complaints to the BPA and DVLA, and that you have nothing further to add.

Perhaps anyone sending a challenge to ParkingEye should conclude:

"This constitutes the entirety of my challenge. I will add nothing further so you must now accept or reject it as it stands."

  • Obviously Parking Eye are ignoring the instructions which the DVLA ordered the BPA Ltd to send out:

"The following practices may be considered as Code breaches and must not be continued:
    • Asking the motorist to enter into additional correspondence to obtain a POPLA code
    • Failing to include a correct and/or valid POPLA Code within the Rejection correspondence
    • Issuing a POPLA Code with a date identifier which is significantly different from the date of rejection
    • Appearing to indicate that the issue of a POPLA Code is conditional on driver details being supplied
    "

This shows the contempt of the industry for the terms of the KADOE contract under which the DVLA allow parking companies access to our PERSONAL data.

Please complain to the BPA Ltd and the DVLA.
