paid ticket flipped when door closed ... got a fine grrr

Hi there
I am annoyed as i got a parking ticket last week in Nottingham, I went for a day of retail therapy, although i am not from Nottingham.
I had purchased a ticket paying with coins at the parking machine and i did correctly place it on my dashboard. I locked my car and then went off shopping. I return with over 20 mins left on my ticket to find a penalty charge notice on my car.
Naturally i was confused about this, upon looking i noticed that the ticket i purchased was overturned but still placed in the car.
I tried to call the number on the machine to protest, but it eventually went to a recorded message advising to call back during office hours. It was a Sunday afternoon so perhaps this was why no one was available to speak to.
I do not believe that i should have to pay this fine as i clearly purchased a ticket and i still retain that ticket. I did take pictures on my phone too.
Can anyone please advise me the best course of action with this please.

Just to elaborate on the above: on the charge notice attached to your car who does it say you should pay?From the Plain Language Commission:

It was Nottingham city council and that's who I am supposed to pay ( but I don't want to )
So, do you think I should just extend my original statement as above then ?? Any more tips ideas please ...

Similar thing happened to me and I wrote to the council( it was Gloucester council) and attached the picture of the ticket I purchased on the day also. I didn't have to pay anything in the end. Just explain to them what happened and hopefully they will cancel the penalty charge. This is the letter I sent them( you need to alter it to say your ticket flipped over obviously);
PCN Number: xxxxx
Served on: xxxxx
Dear Sir or Madam,
I would like to appeal the penalty charge served upon me.
Attached is the copy of the Pay & Display ticket that I purchased and displayed for inspection. It can clearly be seen that I paid the appropriate fee and that the ticket was valid when the officer inspected my vehicle. Unfortunately, at some point during my absence from the vehicle, my sticky ticket somehow had fallen on the floor . I accept that your officer could not have known this and acted accordingly.
The ticket produced clearly shows that had your officer seen my ticket at the time of inspection that there would be no need to serve a penalty charge notice.
I therefore politely request that the council act fairly and proportionately in this matter and exercise their discretion sensibly and reasonably by cancelling this penalty charge.

This is the respond I received;
May I remind you that it remains the responsibility of the motorist to ensure that the Pay & Display ticket is left clearly on display. If this requirement is not met in the future then a Penalty Charge Notice will be issued.
However, after careful consideration I have cancelled the Penalty Charge Notice on this occasion.

Google search 'Bogsy pepipoo fluttering ticket' and use his wording. If you can't find Bogsy's wording on Google results go to pepipoo and start your own new thread about your 'fluttering ticket' cases (among the easiest to win, usually):

Many thanks for your support with this ... I wrote to the service using the template above ...... and guess what ....???? it works YAY !!
So ... I am super pleased about this all ... even though I wish it never happened in the first place. Going forwards ... I always check my tickets are the correct way around.
