Quick question re. POFA and DVLA details being obtained unlawfully

Situation:

Parking company issues windscreen ticket.
No response to windscreen ticket.
NTK arrives within 28-56 days.
NTK not compliant with POFA
NTK actually issued and details obtained by debt collector - not the parking company.

Is this legal?

    Yes as long as both are ATA approved operators.

    It's virtually always unlawful when a parking company gets details from DVLA because their intention is to raise charges which have no legal standing, hence they have no more "reasonable cause" to get your personal details than does any other scammer who feels like bullying and intimidating someone for money to which they are not entitled.

    But if you complain to DVLA about it they'll simply ignore the crime and tell you it's not their job to regulate private companies.
