Car towed away within the same minute of PCN being served

Whilst at college I was parked on the pavement (all 4 wheels on pavement) near double yellow lines. My car was 2.5feet away from the double yellows as were several other cars near mine. I got out of college and bam, car gone. As I wasnt actually on double yellows I didnt think I was committing an offence. Can they tow me (and only me) for this reason?
After looking through paperwork from them, on the PCN it stated my car was watched from 10.56 until 11.02 before being towed at 11.02. Can they do this?? How long is it before its "sufficient time given".
Someone I know suggested I was prayed upon because of the young child car seats in the car, as the warden would earn commission? *kind of irrelevant, just curious!

A simple google search for yellow lines gives you the following..
"Waiting restrictions indicated by yellow lines apply to the carriageway, pavement and verge"

Have you got your car back? Did you have to pay the PCN before getting it back? I suggest you post this on https://www.pepipoo.com as well, they will need to see all paperwork you have, host it on tinypic and place links in the new thread you createWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

As you'll have paid a tow fee and PCN already, there is NOTHING to lose by appealing this to adjudication! And on pepipoo forums we say it's a no brainer, particularly as almost EVERYONE whose car is towed by a Council gets their money back on various arguments about how it is disproportionate and the legalities:

First of all, search that form for 'no brainer' as keywords, not joking, it will find tow threads.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
