1st Appeal Rejected

Hello
I received a PNC from ANPR for being parked outside of marked bays on behalf of Chester council, however the land the vehicle was parked on belongs to a private company. The tarmac area no longer exists and is now behind railings awaiting development.
Having read the stickies I appealed to ANPR using the available template and unsurprisingly this has been rejected. They have not enclosed a POPLA code and have stated that they will send a code if I write to them again. Am I correct in thinking that this is against a code of conduct?
I'm not sure what my next course of action should be, a strong letter restating my grounds for appeal or simply a letter requesting POPLA Code?

    Dear ANPR ( or you can address it to Not-so-Clever Trevor if you like ),

    RE - Parking Charge ref xxxxxx

    As per the BPA Code of Practice you should have issued the POPLA code at the point to appeal rejection.

    You will now be reported to the BPA for the breach and DVLA with a request that you should no longer have access to their data as you have broken the BPA CoP.

    You should now forward a POPLA code or cancel the charge. No further correspondence will be entered into. Should you take court action then your failure to adhere to the BPA CoP will be highlighted to the court.

    Is this ANPR Ltd, the ex clampers owned by Trev? Or ANPR PC or another one of a similar name? What do you mean they are issuing it on behalf of the Council - they don't work for Councils so this is odd, where do they claim that?

    Coupon-mad it is ANPR Ltd. Does this make my course of action any different from what has been advised on Newbies thread?
    Apologies if the wording I used was misleading what I should have said was they claim their contract is with Chester Council as the landowner however they didn't provide evidence of this as requested in my initial appeal to them.

    The only difference it makes is that you now know that the company you are fighting ( ANPR Ltd ) is run by a simpleton called Trevor. He struggles to put his underpants on in the morning and signs with a cross ( he can't actually read or write ! ). You've won - don't worry :D

    Search this forum for 'Trev' or 'ANPR-in-a-box' and have a laugh at lots of other threads first (and find some example POPLA appeals for this lot). They are the joke of the parking forums, so have fun beating them. They actually tried their first court claim recently...they didn't turn up! And they seem to have parted ways with the Hargreaves clan or at least H&S litigation (the firm that can't litigate as they are not Solicitors and were apparently part of ANPR Ltd all along) has either bitten the dust or...who knows? You'll learn more when you search this parking forum (not the entire MSE forums!) for the keywords I suggested.

    Chester Council must be daft! You must mean it's a private housing/flats car park/road. But don't worry they can be beaten at POPLA with your hands tied behind your back. That's why we win at POPLA 100% of the time, because PPCs are pretty dim - but especially this lot - so use our wording and show us your draft POPLA appeal while you are waiting for them to reply to your demand for your POPLA code. You should not have to ask...but then this is Trev's bunch...ex-clampers aren't the sharpest tools in the box.

    Just done the search as suggested. It cheered me up immensely, Trev is obviously a Prat and I'm now almost looking forward to this fight.
    As an update, I've just received an email from Chester Council stating that they have no contract with ANPR Ltd!!!

    Do a search on Trevor Whitehouse on google for more fun, like suing the government for millions for banning clamping, or his rants on Lynne Featherstone MP website. His ANPR in a box was hysterical and one of his biggest and most ludicrous claims out there.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
