Ticket in Fistral: machine took coin but didn't issue ticket

Hi,
some weeks ago I parked in Fistral Beach (Cornwall), after 45 minutes (first hour is free) I went to buy my ticket, entered plate number, enter 1 pound coin, press botom, but the machine didn't give me any ticket, nor it returned the coin.
I didn't try again. I looked for a "complaint" phone number and machine identification number, didn't find any. Asked an employee from a shop, but didn't want to help. I stayed 30 more minutes in the coffee shop and left.
Two days later I looked for an email address to explained what happend to ParkingEye (before receiving any notice), but didn't find any email, only web page option to "submit an online query", though I have to addressed it to "Media and PR" recipient because you can't use "make an appeal" option if you don't have a ticket yet.
So I explained there what happen. Nevertheless, a few days later I received the Parking Charge Notice for 100 pounds, reduced option 60 pounds if paid in 14 days.
I made the on-line appeal stating the same, and refering to the online query I previously sent, but I have received another letter that my appeal was unsucessful, and how to appeal to POPLA.
I have read your advices, but I don't have it very clear whether to appeal to POPLA with the same (real) arguments (I don't have any evidence to show).
I am spanish, but Cornwall resident. In my appeal to ParkingEye I have indicated that I was the driver :-(
May you please advise? Do you know of other cases of ParkingEye machines getting the money and not expending the ticket?

POPLA don't consider mitigating circumstances - machine not working is a mitigating circumstance (in their eyes).
Simply appeal on the legal, technical points (see the NEWBIES sticky thread for advice) and you'll win hands down. In fact Parking Eye will likely not send in an evidence pack to POPLA once they see your forum-assisted POPLA appeal.
Also, search this forum for Fistral - there are loads of threads about this same location.0 -

Please show us your draft appeal but TBH it could be pretty much a copy & paste of another strong PE appeal. You could also throw in the case won by the poster Ivor Pecheque re Fistral Beach, quote his case number & name too just to rub their noses in it. Can be found on pepipoo as well by searching 'Fistral Dude snakes' on Google.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
