Halifax S&S ISA

Once I complete my debt free journey, I'll open up at least £300 a month of disposable income that I can save/invest.
I'm looking at opening a Halifax S&S ISA - I'm not massively keen on the idea of buying into funds, I'd much prefer to do a bit of research and buy into good quality stocks for a mixture of growth and income, mostly FTSE based.
In that regard, I've noticed that Halifax offer a S&S ISA that has a £12.50 annual fee and £2 commission for investments made at regular intervals. I'm ok with that, I'll be drip feeding £100-£200 a month into a S&S ISA, so I'd much rather get as much stock for that price instead of paying more in instant dealing charges. Means I can't quite time my investments perfectly but given that I'll be holding for the long term, I'm not so sure that's a big deal.
Is there anyone that offers something comparable price wise? The ability to hold funds might be useful if I want to diversify into more high risk sectors, but it's not essential since I'd be concentrating on building up a portfolio mostly UK based in the short term.
