    As you say, you made a human error, nobody is out of poscket because of it except the PPC, and I am sure that you would willingly pay their reasonable costs for rectifying that error.

    But they do not want that, they want you to pay a lot more, so much more that the amount they want is an illegal penalty, which, as the name suggests, is illegal.
