Parking eye.... Not notified of parking charge notice

Hi,
I telephoned parking eye to discuss the progress of an existing invoice and was told of another LBCC from November which I had not received any correspondence from them. I did as the csa said and disputed it using their online form. In response to this I received a latter today stating that as the letters were sent to the same address of the others (3other cases I am dealing with) "on the balance of probability, the attached [a copy of the letters inc LBCC] parking eye strongly believe that the correspondence was delivered"
I don't know what to do next? Do I follow the sticky thread and go along the lines of the LBCC or can I dispute this further as I am 100% certain that I have never been made aware of this case sooner.
I would have acted as some stage had I received any correspondence, especially if I'd have received the LBCC
Any advise would be greatly appreciated.

My question is not about the LBCC it's about the fact that I was not aware of this notice and i am unsure how to reply to the letter. as in do I reply to the LBCC or the issue of not receiving any notification of this prior to the telephone call.
I've read a number of threads about LBCC and I am in the process of replying to one.0 -
If they're saying they sent it to you in November and you haven't received it then you could ask them to send another copy?0

Write and say that 'on the balance of probability' you believe ParkingEye never sent the letter they are alleging, seeing as it's in the public domain that in 2013 they had serious, repeated problems with their postal service on more than one occasion including November. Many many people are on record as not receiving letters from ParkingEye and in the absence of any served Notice, there is no keeper liability.PRIVATE 'PCN'?
