back boiler problems

I live in a bungalow that has had the attic converted to two bedrooms and a bathroom. When the fire is lit, after a few hours the radiator in the bathroom upstairs gets warm but no heat in any of the upstairs bedrooms. Downstairs radiators are all cold. this is before we switch the back boiler on. When we switch it on, all downstairs radiators come on fine, but no heat upstairs. Is my back boiler not strong enough, or faulty? someone mentioned about opening or closing certain valves in at the hotpress but dont want to mess about with it.

any help would be great.
