Where can I go to, to start getting quotes and stuff on websites? Im sure there must be a portal where you can submit a request and people place the amount they wish to charge and I get to choose?

Kind of like hiring a van or something...

No, go to a decent graphic designer with your website plan (just a sketch of the page sequence, and some idea of the copy and style you want).
If you think of it as 'like hiring a van' then I'm afraid you don't appreciate the considerable work i(and so cost) involved in creating a professional website. You need to sit down and brief the designer, and they need to have some understanding of your business to do an effecticve job.
All depends on budget: if you only want to spend a few hundred on a brochure site then there are plenty of amateurs who can do it cheaply using a template. But then it will always look like an economy job.
Most designers will be able to arrange the hosting and domain registration if you don't want to do it.
If you place the job through a online bidding procedure then you will have no idea of the abilities of the winning bidder, nor the opportunity to see examples of their work.
No free lunch, and no free laptop ;)

What I meant was sites where you can post a job and people can come online and bid. hence the term freelancers.
There are plenty of freelancers who can do an excellent job.

These so called professionals charge an arm and a leg. I DO understand web development I just don't want to do it myself as ive been out of the game too long. So I know what "cost" and "work" is involved and the extortionate fees being charged.

Just want to add im sure youre trying to help and the input is thanked. Don't want to sound like a wrong un.

Think of the bidding procedure like ebay -
feedback, previous work examples etc. You can see all of this, just like on a site to hire a van! Plus they would say if they wanted to sign NDA's etc I mean the website dev's not the van people!

its not blindfold purchasing. I used to use a few back in the day odd coding jobs but its just a minefield trying to look for something now. The serch is ongoing was wondering if someone had any they've experienced.

So how do you assess the design skills of an online bidder? The professional designers that I work with have sites with links to examples of their work.
What sort of hourly rate do you think is extortionate for web design? If you want a professional job you have to pay the going rate.
And for anything but the most basic job, you need to have a one to one meeting.
No free lunch, and no free laptop ;)

Im not sure if youre going to understand how freelancing works.

    A freelancer has a portfolio.
A freelancer can have a level of professionalism about them
    Professional rates are for muggins.
You view the freelancers work by viewing their portfolio.
You rate their work on what you see.
You rate them based on their feedback.
A one to one meeting can be conducted in many ways - Skype? Video Conferencing? To name a few.

The kind of sites im talking about are full of professionals who do the odd job to either add to their portfolio or simply for money. You can also use the term "contractor" if you so wish to take a contract out with them.
If I can find the one I used to use for coding work ill show you.
You can then sign up and understand what im talking about.
These are qualified people who enjoy working intheir own time.
They may not have a site set up like some of the people you work with but that does not mean they don't have a portfolio of the work they've completed.

Sites like these exist for all kinds of professionals. To house decorators, painters, electricians, designers, you name it they have it.

I presume you work with someone who charged say roughly £3000+ for a full on site and manages the site for you, did all the designs etc. Prob charges annually?

Its a business at the end of the day.
