Health insurance for business travel ?

My husband has been asked to undertake a short trip to China to check on some development work being done in a manufacturing company there.
Our normal travel insurer will give him health cover and normal travel cover for his trip as long as he is not undertaking manual work, which he won't be. Although it is quite difficult to get a definition of manual work - the insurer says anything with moving parts! Or in a factory.
This however raised the question if he is asked to demonstrate anything like soldering, which he should not be asked to do, and would have to refuse to do if asked, but this could be potentially embarrassing for him. It's never good to say "no" to a client.
Can anyone recommend how I can find travel insurance that will give non-manual and manual work options. It is very important to have pre-existing health conditions cover as he is in his 60s. I am beginning to get the impression that travellers like him are expected to have more than one travel policy, one to cover health and general things like luggage and cancellation, and another to cover things like work and accident. But I am having difficulty finding this out as I don't know where to start. Any names of insurers who concentrate on business/work travel?
Thanks for any advice.
