Dubious Credit card company

My wife received a letter this morning from a company "Premier Credit solutions" who say that she has been accepted for a credit card. She has to pay £44.99 up front before she gets it. I've searched google for the company but their website is "under construction" On the application form they only want a few details, they haven't asked who she works for or nothing like that, they just want her bank details and date of birth. The terms and conditions are only a few paragraphs which for a credit card in my oppinion are too little.
My reason for posting: has anyone heard of this company and know wether this is a legit company or a scam?

Why would a legit company ask for 44.99 in advance?
At best she might be offered a very high APR card and at worst get nothing (or maybe thats the other way round).

As advised, BIN IT. Could well be a phishing exercise if all they want is bank details and not much else.0
