Oil leak and house insurance

If I were in your situation, I would be asking for the insurer to instruct them, or appoint their own contractor - primarily because (as posted) should anything go wrong with the work, the insurer will be responsible, and it will all be backed up by the financial ombudsman. It's your call though.
(I'd also echo that we frequently will dispatch payments on production of a pro-forma invoice, inclusive of VAT - and have done for a lot more than £13k).0 -
The Insurer won't instruct them unless they are own their own panel. I'm not sure why some of the previous posters think that they will ? Why on earth would an Insurer enter into a contractual relationship with a contractor who they don't know from Adam ?
As mentioned by others, most Insurers will issue an interim payment for the full repair value net of VAT. They will pay the VAT later when the works are completed and a VAT invoice produced.
So you will be able to pay your contractor using the funds you have already been provided with the VAT to follow later. But, in any event, most contractors will provide you with a 14 day or 30 day invoice if you ask so you don't have to pay instantly.0 -

No one in this thread has advised that the insurer instruct the OP's neighbour's contractor.
You have misunderstood.
The good advice being given is for the OP to get their insurer to do the instructing of the contractor to do the work, thereby removing any problems regarding payment and ensuring the OP can complain to the insurer should there be any problems with the contractor.0
