Quick Question: Changing Tap Washer

Hi there,

This hot tap is very stiff to operate and I'm looking to change the washer. It was installed over 10 years ago and due to being in a hard water area, limescale is an issue. Had to apply several coats of limescale remover to just slide the tap handle off:

Problem is I'm not entirely sure how to get inside. I'm looking for something that fits the wrench so I can loosen and remove the tap.

I'm guessing it's under the cone shaped bit of chrome that is next to the exposed spindle (if that's what it's called). I can't remove it and not sure how to release it. Any advice would be very welcome.
