Santander 123 is this a decline?

I opened a personal account a week or so ago with immediate online acceptance and the welcome email stated congratulations we have opened your new account etc. Just tried to open another as a joint account, put all the same details in as before plus my partner's (used myself as lead applicant) and it came up with "We will contact you within 3 working days with further details on your application." Is this a decline?
The only difference is we put "bills account" where it asked the purpose.

When we applied for a joint account, the first email we got said that "we would be contacted within 3 days"- The following day they asked for various proofs of ID to be sent -the account was opened completely about 7 days later.0
